Problem with adjacent apartment development

Who should a person contact if they have an issue with an apartment development they are not a resident of? The entrance runs beside my property and there is a huge overspill of light into my garden from their streetlights. I would like to see if it's possible to have light shields added. Who should a person contact if they have an issue with an apartment development they are not a resident of?
The entrance runs beside my property and there is a huge overspill of light into my garden from their streetlights. I would like to see if it's possible to have light shields added.
I have heard of management agents and management companies but am none the wiser as to what the difference is and which of the two should be contacted in this instance.
Any help much appreciated.
