Problem with adjacent apartment development

Who should a person contact if they have an issue with an apartment development they are not a resident of?

The entrance runs beside my property and there is a huge overspill of light into my garden from their streetlights. I would like to see if it's possible to have light shields added.

I have heard of management agents and management companies but am none the wiser as to what the difference is and which of the two should be contacted in this instance.
