Plumbing grit blockage in apartment

I have no more than a trickle of water into the kitchen cold tap, neither has neighbour directly s I’ve me although neighbour beside me has no issue. The estate management company sent caretaker and two plumbers to inspect my kitchen piping, and they said the pipe is filled with grit and what they think is some piece of copper. Caretaker said something about it being an Irish Water issue, and I overheard mention that “she will have to get own plumber in to sort this”. Has anybody in South Dublin area had any such experience, especially in an apartment, and how was it resolved?
