B & Q "Premium" Paint

Back in August I painted a room using paint mixed in B & Q. Velspar Premium ceilings and walls. It was €65, or thereabouts for 5L.

4 months down the track and I have to clean something off the wall using a wet wipe (the water-only kind used to change babies). The paint comes clean off the wall onto the wet wipe.

Is this just cheap paint sold at a premium price? Very unhappy with it. Is that normal?

Its actually sold as "scrubbable" in the description on Valspar's website. That looks like it didn't actually adhere properly.

What surface was on the wall before?
