Adding Children as Named Drivers

Had my own insurance for 500 Fully Comp , no claims for years , added one daughter with recent full license one year ago and it doubled premium to 1000. No ive second daughter with provisional and adding her costs 600 making total policy 1600, does this sound reasonable ??
