Travelling from UK to Ireland with European passport

I have a family member living in the uk with her partner with a EU passport .

They have recently had a baby in England and want to come to Ireland to visit family, she herself is having difficulty trying to get a UK passport. They are also having difficulty getting one for the baby because neither of them are UK citizens .

my question ; can they travel say Manchester to Belfast via ferry without a UK passport ? And then the baby will have nothing … Or are they at risk of getting turned away when trying to get back home to the UK? The whole situation confuses me because by rights are they not entitled to go as far as Belfast as it’s part of England ?

Manchester to Belfast is within the UK (not England!) so passports are not required.

EU (even excluding Irish) citizens can still travel freely between the EU and UK so I don't see what the issue is. Why don't they get the baby an Irish passport or passport from the other EU country? If neither are UK citizens they're not going to be able to get a UK passport any time soon.

ID requirements for a baby vary between ferry companies and but stena only require a birth cert on the irish sea
