Hi, if someone is self-employed as well as PAYE earner, but their self-employed income is very small, eg <10k, do they still pay the USC on that, even though it is <13k? Or is it deemed higher as the person has earned more than that in PAYE.

Additionally, if someone is self-employed and earns <5k, does that mean they do not delcare? As its under the threshold. Or again, does it depend on whether they have also earned PAYE.

USC is on combined income that is subject to USC (so not on social welfare, but PAYE, trading, rent, etc). So if the combined PAYE and trading income is >13k, you are liable on it all.

With under 5k non PAYE income you need to complete a simplified tax return via myaccount by 31 Oct of the following year. This applies even if you have no other income.

However, if you are already a Form 11 filer (registered as self employed), unless you plan to cease your registration, you will still need to complete a Form 11 even for years when income drops below 5k.

If you have >5k non PAYE Income you are required to fill a form 11 and will also need to pay preliminary tax after your first year.
