Irish Water stopcock/valve question.

    Neighbours want to turn off incoming mains water at the Irish Water stopcock/meter box. They want to get a new internal stopcock fitted under the sink. The old one is seized. They need to be able to turn off the mains water supply so that a plumber can fit the new internal stopcock.

    The problem is with the Irish Water stopcock/valve. Normally you only turn it 90 degrees from fully open to fully closed. The fully open position is fine but it will not go beyond 45 degrees towards the closed position. So, the water cannot be turned off fully.

    Who is responsible for fixing the Irish Water valve and who pays for any repair work to the stopcock/valve ?

    It's the property of Irish water. Only then can repair it
