Does the NTPF intervene in first referrals / test(s) if the patient has been on a waiting list ?

My uncle was referred to local public hospital dermatology department by his GP. GP saw something potentially suspicious on his head and wanted a view from dermatology and a biopsy.

Referral has been acknowledged by hospital and he is on a waiting list to receive an appointment.

Is there any period of time after which the NTPF can intervene and get him an appointment elsewhere ? He does not have health insurance.
