If Samsung a phone is "localised" for France does that mean it's region locked to there?

I'm looking on the Euro amazons for a phone, preferably a Samsung, but I'm confused about whether the phones I might buy there are region locked? Any steer in the right direction greatly appreciated! Also anyone know if Xiaomi bought in the UK will work in Ireland?
