I-SEM Trading Charge on ESB Bill

In recent bills received from Flogas I see an I-SEM trading charge of 5c/kw. It was not being charged by our previous supplier does anyone know what it is for.

Ok that is what is stands for. But why is a customer being charged for it. Your standing charge is to cover the Eir Grid in its totality. I dont understand even why this is now a variable across different providers as it is for the upkeep of the grid infrastructure (regulated by the CER. I would be very unhappy in paying twice for a connection?
