Paper Share Cert - How to sell as a non-resident.

I have a physical share certificate for BOI stock from years ago that I'm looking to convert to digital and sell. I no longer live in Ireland and can't open an account with DeGiro/Davy etc to convert and sell as I'm a non-resident.

I do hold an Irish passport am a property owner here but I work and pay taxes in the US so Davy said they can't touch it. US brokers say the same.

Would anyone have any suggestions on how to proceed?
