Old water meter on side of road

Outside my house there is an old water meter (I think) that gushes water out when raining, also it is higher than the surrounding ground and is dangerous when cars hit it, it is off the road so only if people are pulling in. Who's responsibly is it to maintain this?

Try your local authority, and maybe Irish Water
