How do I seal this?

    Our pump has what I think is an overflow (?) pipe which comes off a connection at the top of the pump and goes into, again, what I think is a waste water pipe. There's a rubber membrane over larger pipe which the overflow is fed through. There's a small slit in the membrane for this.

    A smell comes out of this pipe, not absolutely unbearable but a bad subtle odour all the same. The pump is under our stairs and the smell can seep into our hallway, landing etc. It's not nice.

    We're in a relatively new house in a new estate so after a few months living here we noticed it and called the plumber back as he was still on site. He came two or three times over a year as the smell seemed to always come back. The last time he sealed it, just with silicone, it seemed to do the job and we had no smell for 3 years I'd say.

    Well it's back. I pulled off all the old silicone and smothered it in more, it doesn't seem to have worked though. Is there a better way to do this?
