Bathroom taps

My bath hot tap has been very hard to turn off recently. Now it barely turns on hardly any water. What might this be? Could it be like https://www.youtube.com/watch?v=C-UaxMYcSw0

Also when i turn off the taps via the red taps in hot press , water comes out from the base of the hot tap in the bathroom sink? The tap itself shuts off

Often the rubber washer swells up, and rots, gumming up the works. Also allows the mechanism to turn more than usual; sometimes this is the only reason for the stiffness.

After you shut off the supply, Turn on both the hot tap in the bath and the sink. The residual water in the pipes will run to the lowest tap - the bath.

Not sure what you mean by the base of the sink tap ?
