Does anybody have any idea what might be going on at the bottom of this palm tree ? Is this some kind of fungus ? Is there anything I should be doing ?

Looks like lichen to me? Nothing much to worry about. It just proves the air is clean as most lichens won't grow where there is a lot of pollution.

Close up is it anything like this?

Wake me up when it's all over.

I think it’s lichen too but unusual to get it so low. You need to get a better close up. Put on the rain coat or wait for a break in the weather!!!!

It's a lichen. Be relieved. Your air quality is excellent. Won't affect your tree.
