Installing multi-fuel stove and flue in detached garage/home office?

    I bought a house with a detached garage in rural Wicklow which has a 30sqm room on top which I plan to use as home-office. The garage and room have no connections to the house's boiler/hot water.

    I'd like to install a wood/multi-fuel stove in the room and a flue for it in the outside walls/roof but I'm not sure if I'll need planning permission.

    I read this guide Planning-Leaflet-8-A-Guide-to-Doing-Work-Around-the-House-1.pdf (wicklow.ie) which says that chimneys are exempt developments, but it sounds like this only applies if connected to the main central heating (of the house?) which the room/garage are not connected to.

    Has anybody tried something like this or have any experience/knowledge about it? Thanks!
