A UK vendor sent me a tracked delivery to ROI. Ive had a note in the door looking for customs charges broken down as follows.

    Customs Value :17.79

Import and excise are at 0.00

    VAT : 4.09

    Admin Fee : 3.50

    Total 7.59.

Is it typical for an item of this value to get such a fee?. I dont know what it was declared as if it even was yet.

All non EU imports are subject to VAT at the applicable Irish rate (and customs above a certain value). If the seller did not collect/remit this on your behalf, the postal/courier company are required to collect it. There used to be a <22euro exemption but that ended 15 months ago.

4.09 is 23% of the value noted. 23% would be standard rate so unless you bought something zero rated, like books, this would seem likely to be correct.

3.50 is the allowed admin fee for an post providing the collection service.

You are not being charged a customs duty fee as this is below that threshold.
