Re-registration of Vintage Bike, No Log Book or Plate

I am wondering if anyone is able to shed some light on this, I am looking at buying and restoring a vintage motorbike, however many of the stock available is without the log book and number plate, only VIN number available. Given these vehicles are 1970/80's the registered owners may be long deceased and the current seller may have no relation to the registered owners. Is there a procedure to get all this regularized and in my name if I were to purchase this type of vehicle? Or is this an impossible task? Thanks for your help in advance.

It might be a bit late now, in replying, but call in to you local VRT office and they will inform you of the procedure.

Firstly, thanks for the comments and a Happy new year to all.

I have been to the VRT office a number of times, all required documents and tractor physical examination completed and passed, except that they (VRT Office) needs a chassis number, or proof that there was no chassis number on that model of tractor. ??

I have contacted the Zetor factories, in England and Czech Republic, by email, no response yet ?

The chassis/serial number might be stamped on the rear axle centre housing.

Or a local Zetor dealer (past or present) may advise. Carroll's Engineering in Ardee comes to mind.
