My question is why does the requirement change from “local need” at county level to “social or economic need “ at national level ? Surely it makes no sense to have different qualifying…

My question is why does the requirement change from “local need” at county level to “social or economic need “ at national level ? Surely it makes no sense to have different qualifying criteria . It’s like they don’t want you to build a house .
