Is digital EU tax charged by non-EU businesses reclaimable?

Can anyone point me in the direction of info / guidance related to the bookkeeping treatment of VAT charged by non-EU suppliers of digital goods and services that have obtained an EU VAT ID. Is this VAT reclaimable and how should it be recorded in my books? [I'm using SAGE, but it doesn't seem to accept this EU VAT ID…
