For DART, diesel train and LUAS systems what kind of licence(s) must a driver have ?

Who sets the examinations / tests and who issues the licences?

Heavy Rail is a European Train Drivers Licence. Licences are issued by the Commission for Railway Regulation who also approve/authorise who can train and examine.

The only entities in Ireland who are certified to train/examiner are Irish Rail and by Brexit agreement those qualified and certified by Translink will be issued a licence upon application (they all had UK issued licences previously). Its the same rule book north and south.

The Licence just means you meet the required standards, the endorsement for train type and routing is what gets you driving

For Luas I was told that you also need a full (road) driving licence because you're interacting with public roads. What category I don't know.

    It's a Category B licence for LUAS.

The requirement to hold a category B licence is one of policy as opposed to a statutory requirement, there is no statutory requirement to hold a license for a light rail vehicle, but there is an anomaly, there is a statutory ban on driving a light rail vehicle if you hold a driving license and loose it due to disqualification.
