New Sandringham CC toilet doesn’t stop filling

Our original Sandringham toilet pan cracked so I bought an exact new replacement, the original one came out handy so was confident of doing the reverse process, didn’t realise that I could have just bought a new pan on its own so got new cistern too. Anyway, followed the fitting instructions, fitted the delay fill chamber…

Our original Sandringham toilet pan cracked so I bought an exact new replacement, the original one came out handy so was confident of doing the reverse process, didn’t realise that I could have just bought a new pan on its own so got new cistern too.
Anyway, followed the fitting instructions, fitted the delay fill chamber & outlet valve as per the instructions except there was no flow restrictor unless already fitted, didn’t check,
Cistern doesn’t stop filling, eventually the water goes down the overflow into the pan, have I missed something?
The full / part flush float settings are set as per the instructions
Any help appreciated ( not a plumber )
