With Ireland using many external companys off their government networks, what framework should they be following to audit all these contractors/firms against attack if they are running our critical services. Is there some form of framework in place thats needed prior procurement specifically around robust security of critical data?

This type of stuff really is a stark reminder of how scarey the world is right now, talk of cashless society and more automation going wrong would be nasty.
