Problem with Tarmac cracking in private housing estate.

About 7 years ago, we moved into a private housing estate managed by the residents of the estate. The council do not manage any of the common areas. Early on our tarmac in the estate started to crack and slowly rise when heavy vehicles went in and out. We are at the point now where it is a complete mess. The estate was built between 2007 and 2009 but 3 of the 5 residents bought the remaining houses in 2015 from the builder who had gone bankrupt at this point. I'm unsure about approaching the two residents in the estate who are there the longest about the road. They may have some information about who put it down. The problem is with the material under the tarmac. According to another contractor, it wasn't laid correctly. Is there any hope in getting the original contractors back who laid the road to fix it, or is it a lost cause?

Based on other housing developments it would be safe to say that the contractor has washed his hands of any possible repairs. Check with the local Council to see if it's included in the list of unfinished housing estates as there may be an opportunity to secure funding if it is. But before all that you really do need to talk to the people living there. A new kid in town trying to take over things won't go down well.
