I've received a small parcel from a friend in the US. I was charged VAT on the valuation of the item, plus the fees paid to the USPS to send the parcel to Ireland. Is that normal? Seems odd to me to pay VAT on the service fee to a foreign postal system.

VAT will go to the Irish revenue.

Admin fee will go to USPS.

    Yes. That is normal.

All perfectly normal. Vat is due on the CIF (cost, insurance, freight) value of the parcel.

similarly if you send something to the UK or Australia or USA, the fees they are charged will be based on the value of the item + delivery costs. Standard international practice
