Doesn't say - But will it just be new locations in addition to the existing locations without actually any extra Vans to cover the increased areas?

Or will it be more Garda resources redirected to enforcing the new areas?

It's more locations being added for GoSafe vans. I think at this point, every road can be considered a possible can location.

Go safe vans can only check on specified zones and on roadworks. The zones are reviewed every few years and they are paid by the hour for being there.

Garda can check speed anywhere and gardai have newish cameras where they don't need to stop cars and often set up on overhead bridges and catch all lanes of main road from a long distance. Points and fine in the post. Garda traffic cars also have speed equipment and they can set up anywhere near doughnut shop.
