Are Walk in Wardrobes a habitable room?

Looking at having a walk in wardrobe as an inner room, accessible from a bedroom with no window for escape. And I'm a little bit unsure if this is permitted. And I think it comes down to whether it counts as a "habitable room."

The Irish building regs defines a habitable room as "A room used for living or sleeping purposes but does not include a kitchen having a floor area less than 6.5 m2, a bathroom, toilet or shower room."

It's not really used for living, but it's also not really any of those exceptions. Maybe a toilet if you're using that in the old fashioned sense of getting dressed.

The UK building regs by comparison, specifically allows "Dressing rooms" as a "inner room" where you escape via another room. Usually the two sets of regulations are closely aligned.
