AHB tenancy question

    Basically, I know someone who rents an apartment from AHB. As she is a single mum with a young child, she pays almost 0 rent. Then she started dating someone who has a full time job.Soon after the man moved into the apartment without notifying AHB. And they still pay almost 0 rent.

    I assume this is not allowed as per the tenancy agreement. But my question is, how and will AHB ever find out about it?
