School Warning Lights

Looking for advice on how to report faulty warning lights outside our rural school. There are 3 different ones and none of them are working, in fact one is actually missing from its pole - just solar panel left. Have emailed local councilor, but not reply in 6 weeks! Any idea who i need to contact?

I have used that successfully for street lighting and suchlike. Otherwise your local council should also have an online option for raising issues.
