Importing from Ukraine

I have become close friends with a Ukrainian family here locally and they have secured a long term rental house for 2 years but live in a remote place with no public transport or shops nearby and are very dependent on cycling and lifts from neighbours etc.

They have a car which is currently parked in a friends property in Eastern Poland and they stuffed their lives into that car and evacuated as Russian forces closed in on Irpin. Having establised themselves in Ireland now and left the IPAS accommodation system they really need a car, suitable cars here are around €4k-€5k and their own car a LHD Kia Sportage is ideal for the brutal roads where they are living in rural Ireland.

Normally to import from non-EU like Great Britain or Ukraine would attract VRT, NOX charge and VAT for non-EU. What is the procedure and protocol involved? From the information I have the Kia is Petrol and Automatic and before bringing it over to Ireland we need to know all procedures and neccesary paperwork required. I myself have agreed to transport it for them by flying to Poland and taking it via the Land bridge from Hook of Holland to the UK and across to Dublin after. Ukrainians can't enter the UK easily so this woman would need to travel further south to France for Rosslare an additional several hundred km.

Are they fully exempt for VRT, VAT and Nox? My biggest concern would be that the SUV would fall into some insanely high Co2 MotorTax category which would make the whole exercise futile. She is going to get the VIN and I'll ask a Kia dealership to bring it up to tell me what Co2 emissions it outputs so we'd know the motortax on it after.
