Title may not be fully accurate as I am not legal professional. I am looking for guidance in book or journal form on the development of modern legal ideas or theory. I’m particularly interested in areas where judiciary interact with executive and with the concept of independent oversight of delivery of public services or executive function.

    Any guidance welcome.

You could do worse than starting there and then burrowing into the areas that specifically interest you. There are specialist legal history texts for the development of Irish law by the likes of Fergus Kelly, WN Osborough, Thomas Mohr (not the saint, that's Thomas More), amongst others. Just one repository of legal history texts I found here might be enough to get you going too:

Best of luck with it, it's an area that alternates between turgid and fascinating.

That is when legal memory starts for English common law
