South East Asia Visas

Hello, I see that some South East Asian countries allow Irish citizens to apply for E-Visas online in advance of travel. Take Vietnam. If you were in Thailand for example could you book the E-Visa to Vietnam while you are in Thailand or would you have to go to the Vietnamese Embassy in Bangkok?

And then, if you were later heading back to Thailand and applying for a single entry 60 day Visa for Thailand, would you have to go to the Thai Embassy in Vietnam, or could you use the Thai online E-Visa service?

The reason I ask is that the online guides that I have read and the videos guides that I have viewed all mention going to the Embassys, and I'm wondering is it instead possible to do it all online as you travel around?
