    Can anyone advise if you are able to split your paternity benefit and take one week at birth and a further week a few weeks later?

    Ask your employer. IIRC, employers must give you your leave that you're entitled to, but they can set the terms under which you get it... to a certain extent. e.g. they can say you must take it in a single block, split it up into 1 week chunks, or they may allow you take x days a week for y weeks until it runs out.
