'10 Mondeo power steering

    Having an issue with my power steering being a bit heavy and slow, what I had diagnosed myself was the pump, it was a bit noisy even after I flushed the power steering fluid well. Didn't have a chance to give it a further look.

    Looked underneath today and spotted some wetness around the bottom of the inner tie rod boot right where it goes over the steering rack (photos below), I immediately shat myself because I know what that most commonly means, but I removed the inner boot and couldn't see any signs of leaks, could anyone with more expertise than myself guide me on this, there's nothing visibly wrong? It's just that thick assembly lube on the rack teeth, no fluid. Correct me if I'm wrong, I just don't want to go changing the pump (along with lines and reservoir) if the rack is bad and it ruins the new parts I install.

    I also gave the inner and outer rods some wiggles and pulls and no movement in them or the rack itself

    As for the wetness, there is a gap in the lower control arm directly below the boot, so maybe dirt and water have kicked up over time?
