Considering is just 9' x 9' if the top row of blocks is level and shed has 2 'A' gables make 7 no. trusses on the ground using 4'' x 2'' and lift into position, fix to blocks using galvanised angle bolted to block with anchor bolts or galvanised strap (no wall plate required) Place a strip of DPC or felt on block under trusses. As its trusses no ridge board required use 2'' x 2'' treated as battens for tile, except at ridge - fix a run of 4'' x 2'' both sides preferable screwed (instead of nailed) into rafters. (Don't forget the felt / breathable membrane !) Fix a single run of 4'' x 2'' along centre of ceiling joists or alternatvely fit a noggin/strut between joists, a better job.

4×2 wall plate....secure with strap or bolt/screw directly into top block ?

Normally would fix to the top block and place a wallplate strap every 1350mm.

A single 4x 2 doesn't give a lot of nail penetration when toe nailing the rafters, better off with 2 runs of 4x 2 or a single 4x 3?

I think you are right...lifted bottom tiles of an existing shed and saw 2-2x4,s...makes sense.Thanks.
