How does another user enter the dispute resolution facility if they cannot login to the profile ?

In short, they don't. DRP only covers forum bans and warnings, not site bans. And with no Prison forum anymore, there's no way to discuss a siteban on the site itself. They can try email hello@boards.ie instead.
