Driving whilst waiting for renewal learner

I have taken an unorthodox route in gaining my drivers licence. I have a full automatic license and am in the process of renewing my manual learner licence. This has caused all manner of problems with the rsa & ndls resulting in an ~18month wait for a test. The test didn't go ahead on the day in December. My manual leaner licence expired in January. I applied in January to renew my manual Learners license and am still waiting (4.5months!).

I have called the NDLS on numerous occasions and have been told two conflicting pieces of information. 1) i cannot drive a manual car at the moment as i dont have a valid learner licence. 2) as your learner licence is currently being processed you are eligible to drive in this waiting period.

I cant seem to find anything online about this. The customer service agent was quoting some piece of ndls policy with regard to point2 above but i cannot find this anywhere.

Anyone know what the story is here ? can i drive or not.
