Reporting deceased sheep?

Hi all, I found 3 deceased sheep at a beach (half-buried). They must have been there for a good while, the ear tags are visible and I took pictures of them. I tried to find information online on how to inform the farmer- or someone I assume they fell off a cliff or something. Is there any guidance on how to report them?…

Ring dept. of ag and give them the tag numbers .
They will take it from there I would imagine
