Fan staying on could be a sign that the car is trying to do a DPF regen but the short journeys aren't allowing it to and its being interrupted halfway through a cycle so the fan stays on to cool down the excess heat from the regen.

I'd say take her for a good 20 minute spin on the motorway and stay one gear lower, keep revs at 2500-3000rpm and the DPF should be happy.

If you have a diesel in any circumstance and you do short journeys regularly, id be taking it out for a good hard spin once a week just because, any extra cost on fuel will be nothing compared to cleaning out/replacing a DPF
