Not very knowledgeable on these things but it seems like more than just an inverter. Seems like the e-bike/scooter equivalent of an engine control unit.

Motor controller, described as a Sine Wave Controller ( Sinusoidal Type) primarily for brushless motors on scooters, e-bikes etc.

No trees were harmed in the posting of this message, however a large number of electrons were terribly inconvenienced.

Readin the markings (B+ U, V ,W, B-) its converting DC power (B+ B-) into 3 phase AC, (U, V, W) to power the motor is my guess.
That would make it an inverter as you say
