I have no idea about your nail, but we have a similar latch down the side of the house on a pebble dashed wall.

We drilled a decent hole in the wall, stuck in a wallplug and then got a long screw to screw a 10x10cm piece of wood to the wall. Then we attached the hook part to that using the screws supplied. (and the loop is on the gate itself).

It's been up a few years now and is doing great, you coudl hang out of it if you were bored.

We did paint the wood black, and put the whole affair under a windowsill, so it's not immediately obvious but it looks well.

You can purchase Wall Screws. Drill a correct size hole and drive the screw in to the wall. No rawlplug required.

That looks like a piece of qualpex fixed with a masonry nail.

What is the purpose of the square of qualpex? Does a masonry nail need drilling first?

Someone used it as a washer.

No you just drive them in but its very easy to make a mess of them.
