Increasing pressure for showers upstairs

We just bought a house and the pressure upstairs in the electric shower is very poor.

Is this due to the quality of the shower or do we need pumps etc?

What would be the best way of improving this? what kind of work would this involve ?

    Thanks for the advice

Is the shower running hot then cold or is it simply that the flow of hot water gets cool if you increase the flow rate? a electric shower will only give you 3.8LPM at 40C just now with the mains water at 6/7C.
