Since Ireland's genital mutilation law only prohibits the genital mutilation of female children

Does this mean a parent would be legally allowed to give their male child a penile subincision and cut his testicles off? No form of genital mutilation regardless of how severe it is is illegal on male children in our country seeing as only female children are protected under this law.
