Is that a gasket and what is the arrowed part of filter ?

Where you've circled is the oil filter housing bolted onto the oil cooler, and yes there is a gasket there, where you've pointed the arrow is the oil cooler itself as LCM has said.

Shouldn't be too difficult of a repair. Will need to drain coolant, you'd probably get away with just topping up oil that's lost but would be best to do an oil change while you're replacing that gasket.

If you start changing the gasket, change the bottom one too. So much as I remember do not need to disconnect the cooling hoses (may be wrong memory) Anyway, change both seals and done. Remember to check the torque spec or you can replace these after several months again.
