Can the taxman go after new owner of a property if there is taxes owed on it from last owner rental income & that owner has died.

If the previous owner died, and the previous owner died with debts, then those debts are paid off by the assets in the estate of the previous owner.

If somebody dies with debt, then the executor of the will, or the admin of the estate, must pay off the debts before distributing any assets to beneficiaries.
