    If someone buys a farm and is working it, do local needs still apply for building a house, i.e you need to be living in the area for 10 years or is there another rule?

    Depends on the LA and what local needs are required in that particular LA.

    There isint a one shoe fits all.

    What Gumbo said. Each planning authority has it's own requirements so you need to check their county development plan to see what they define as local needs.
