Parking permits if you don't own a car

Do they give parking permits to people if you don't own a car? I sometimes rent and I picked up a parking fine outside my house. But I cannot appeal it because I need the log book. And I can't apply for a permit because I also need the logbook and insurance.

Check with your council about visitor parking permits.
In Dublin City Council areas you don't need to have a full parking permit for a vehicle of your own to get them, just to be a qualifying resident.

Yes if there is pay and display in your street you can get 24 hour visitors passes, they are cheap enough
