heating question

Our heating in our house does not heat upstairs/downstairs unless I turn a little screw thing in the hot press. So if I want heating upstairs I have to physically turn this knob/screw thing and then turn it back when I want heating downstairs it does not do it automatically. My husband said its a solenoid system and thats just the way it is but I dont believe him. Surely it should heat both at the same time or one section first and then when it reaches a certain temperature it should switch and automatically heat the other section. We lived in a bungalow before this so had not got this problem.

Is this normal or should I just get someone in to fix it. Thanks in advance.
