Lumpy slopy floor boards

I am buying an (almost) turnkey house, however the survey came back with reports of lumpy, slopy floorboards in the bedrooms. Whilst I don't think is the technical term! I wondering if anyone has advice on how to tackle. I'm awaiting the official report to see what it is, the engineer said he didn't think it was too serious as the floors weren't 'springy' and could just be ill-fitting floors. They are currently vinyl floorboards so I'll probably change to carpet in anycase.
