Any advice on a decent jacket for leisure cycling? Something suitable for a 20 minute easy commute to work that will keep me dry & warm and that could be used when walking around town too. Not necessarily for a tough training spin like!
My wife has just ordered a commuting jacket from Decathlon. It has features like a hood big enough to go over a helmet, a tail for when you're on the bike, and vents at the armpits, but it also looks like a normal enough jacket, with pockets at the side etc. The link below looks to be the men's version
Decathlon have cycling jackets for €15-25 that are waterproof rated 2,000-3,000mm. That's a proper waterproof rating, none of this DWR water repellent crap. They have plenty of walking, hiking or running jackets if you're looking for something more casual. You can get more expensive stuff if you wish depending on your budget.

if the question is a 'jacket for cycling' rather than 'a cycling jacket' i'm going to go against the galibier flow and suggest just getting a normal jacket, especially if it's for general use as well as cycling. cycling jackets have specific design features (most obviously pockets on the back) which might not be what you want while wearing one around casually. if it's for 20 minute easy commutes, maybe pop into decathlon, as DaveyDave said, if you're in dublin and check out what they stock?
Decathlon have a good reversible jacket (maybe more than one) that gives you fluo yellow and a lot of reflective stripes on one side, but the other side is just like a normal navy jacket so looks decent off the bike.
